The Committee Process: There are two divisions of committees: Policy and Finance. In the House, Policy and Finance are combined into Ways and Means. Each bill must pass out of each committee. It is often better to speak on a bill at the policy stage.
Preparing to Testify:
- Know your objectives
- Call committee staff to make sure you are on the schedule to testify
- Frame your message:
- Discuss in terms of success
- Consider Economic impact
- Back up your argument with data
- Be personal
- Bring the typed script of your message: Be prepared to submit a copy of your script to committee members.
Follow Parliamentary Procedure: All action must be taken at the direction of the committee chair. When you speak, address the chair first.

- If you are asked a question, wait to be recognized by the chair before speaking. Begin by addressing the chair as Mister or Madame Chair.
- End by thanking the cair.
Other Consideration for Testimony
- Be prepared for your bill to be moved on the schedule
- Stay non-partisan
- Do not lie. If you don't know the answer, let them know you will get them the information they need as soon as you can.
- If you are confronted, stay calm. Pause and plan your response. Do not confront the confronter!
